Summary
Defines analysis to be a combination of measurement and evaluation. Characterizes analysis of some characteristic as a three stage process comprising: formulation of the analysis to determine measurement requirements; data handling to obtain, organize, and use data to quantify measures; and evaluation, during which values of measures are interpreted to produce specific answers to decision-maker questions. Elaborates formulation to show the specific steps involved and their interrelationships. Discusses technical issues of data acquisition, organization, and manipulation during the data handling step. Concludes with presentation of a structured theory of evaluation that becomes the basis for evaluation guidelines in Part II.
