Addresses evaluation of quality of telecommunications service with respect to users' concerns that a call/message will be completed to the intended destination when correctly requested. Identifies the generic measure as the conditional probability that a connection/message will be completed to/delivered to the intended destination, given that the connection/delivery request was properly executed. Provides criteria for judging user satisfaction with routing reliability based on direct estimation of that conditional probability.
