This is the protocol for a review and there is no abstract. The objectives are as follows:

To compare the accuracy of preoperative assessment (POA) led by nurses with POA led by non-specialist doctors for elective surgical patients of all ages requiring either a regional or general anaesthetic. Our primary outcome will be the decision that a patient is fit for surgery.
