Abstract

The US Clean Water Act was intended to direct environmental attention/protection to surface waters in the US and specifically to ‘… restore and maintain the chemical, physical and biological integrity of the Nation's waters.’ In some cases, the Act also has had the effect of guiding environmental management as an effective, efficient, and equitable land/water resource-use planning tool.
