This article described the basic issues and principles underlying Population health surveillance. First, temporal and then spatial and spatio-temporal aspects of the problem are considered. The emphasis is on change-point methods and jump detection methods in time and clustering in space. The intersection of space and time leads to the concept of persistence of features.
