In 2004, Louisiana became the second state (after New Mexico) to pass legislation authorizing psychologists to prescribe certain medications for the treatment of mental health disorders (Holloway, 2004). Previously, in 1998, the legislature in the territory of Guam provided the right of psychologists to prescribe under the supervision of psychiatrists. At that time, there were 16 psychologists in Guam. Sammons, Levant, and Page (2003) review the history of the prescriptive authority movement by noting that Senator Daniel K. Inouye (D-HI) proposed this to the Hawaii Psychological Association in 1984. He believed that this authority would fit nicely into their programmatic theme of transcending traditional boundaries.
