Measuring something means assigning a number to represent a characteristic of that something. A number assigned to represent a characteristic can be conceptualized as the sum of two components: the true score on the characteristic being measured and measurement error. The standard error of measurement (SEM) is an estimate of the size of measurement error that is contained in a measurement.
