How to deal with management of hazard in respect of classification and labelling, and controlling exposure to substances to the level necessary to establish safety. REACH sets out a formalised framework for the characterisation and communication of risks; indeed, this can be seen as one of its primary goals. This chapter looks at how characterisation of risk is refined. It starts from a point of understanding what risk assessment means, and its management is then considered. Risk assessment is taken to mean a complete assessment of all sources and exposures to a substance.
