Summary

This chapter focuses on how risk is considered at a regulatory and policy level and the scientific concepts that underpin the application of policy and regulation for the control of risk. It introduces and explains the processes for the progressive withdrawal from the market of the most hazardous substances and limitation of risks that are use-specific, namely, the processes of Restriction and of Authorisation within the REACH Regulation. Also considered are the decision making and scientific frameworks that underpin appraisal of different options for the management of risk from exposure to substances on their own and in mixtures. The final section introduces the application of socio-economic analyses (SEAs) and the assessment of the costs and benefits of regulatory action on chemicals.
