This chapter puts REACH in context explaining why and how it was put on the EU (European Union) statute book and indicates what other EU and national level legislation interacts with REACH. It does not cover the use of substances as active pharmaceuticals, biocides, plant protection products (pesticides), veterinary medicines and cosmetics. However, it does apply to the chemicals that are used to make these products, including their environmental fate.
