This chapter deals with the properties or hazard side of doing the chemical safety assessment (CSA) for the environment. This focuses on the data for the intrinsic properties of a substance, which are used to derive the notional safe level at which no effects are expected, that is the predicted no-effect concentration (PNEC). The data on use pattern are used to derive the concentration of the substance that will end up in different compartments of the environment - the predicted environmental concentration (PEC). The estimation of risk is essentially a comparison of the PEC with the PNEC for each use pattern and each relevant environmental compartment (see Chapter 11). Detail of REACH requirements in respect of the basics of how environmental hazards are assessed. The environmental fate of a substance will be a combination of degradation, bioaccumulation or adsorption. The calculation of a PNEC using assessment factors, sensitivity distribution and equilibrium partitioning are explained in detail.
