This chapter sets out the principles of ‘pre-design evaluation’ (PDE) and illustrates how the methodological procedures in PDE can be used to inform the initial change management brief. Drawing on examples from the office environment, the chapter also shows the practical value of establishing the ‘success’ or ‘failure’ of existing facilities solutions before embarking on a change that results in a new facility.
