Abstract

This article discusses the following questions concerning Research & Development (R&D): (i) What is R&D? (ii) Who does R&D (governments versus firms)? and (iii) Where is R&D done (the developed West and Japan vs. emerging markets)? This article ends with a discussion on R&D in relation to innovation more broadly as well as on its importance to firms, governments, and policy makers worldwide.
