Abstract

The Universal Declaration of Human Rights clearly states that “Everyone has the right to a nationality” and “No one shall be arbitrarily deprived of his nationality, nor denied the right to change his nationality” (UN 1948). Thus in theory no individual should be left without a legal link to any country, but the reality is that more than 12 million people around the world are stateless (UNHCR 2010).
