STEPHAN HAGGARD is the Krause Distinguished Professor at the Graduate School of International Relations and Pacific Studies, the University of California San Diego. His work on North Korea includes, with Marcus Noland, Famine in North Korea: Markets, Aid and Reform (2007) and Witness to Transformation: Refugee Insights into North Korea (2011).
MARCUS NOLAND is Deputy Director and Senior Fellow at the Peterson Institute for International Economics and a senior fellow at the East-West Center.
