A. S. West is Manager of Chemical and Polymer Standards, Corporate Product Integrity Department, Rohm and Haas Company, Philadelphia. He is the immediate Past Chairman of the Public Affairs Council of the American Association of Engineering Societies, and was Chairman of the AIChE Government Programs Steering Committee 1978-1979. Previous experience with Rohm and Haas included assignments as Manager of the Petroleum Chemicals Research Department, Head of the Research Computing Laboratory, Manager of the Research Economics Department, and Superintendent of the Semi-works and Pilot Plant Department. A Fellow of AIChE, he served as President in 1977. He is a member of the Society of Automotive Engineers, the American Chemical Society, the National Society of Professional Engineers, and the Water Pollution Control Federation. He received a B.S.Ch.E. degree from the University of Pennsylvania and an M.S.Ch.E. degree from Penn State, and is a registered Professional Engineer.

Major industrial countries have relatively recent new laws regulating the manufacture, distribution and use of industrial chemical products. The resultant regulations in the United States (under TSCA), European countries, Japan, and Australia, with emphasis on the testing requirements, are summarized.
