Judith T. Fullerton received her BSN from Wayne State University, Detroit, Michigan, her MS in Maternity Nursing and Nurse-Midwifery from Columbia University, New York, and her PhD in Health Education from Temple University, Philadelphia, Pennsylvania. She is currently psychometric and research consultant to the ACNM Division of Examiners. Dr. Fullerton is the author of the ACNM application for membership to the National Commission for Health Certifying Agencies.

The evolution of the health credentialing agency, the National Commission for Health Certifying Agencies, and of the decision of the ACNM to involve itself in NCHCA membership are presented. The meaning and significance of both the application process and of Category A membership are discussed. Future directions are considered.
