Abstract

In Canada, a land where hockey is king, people might call U.S. transboundary annoyances,such as air pollution, offsides.

Smog, according to Canadian Environment Minister David Anderson, recognizes no boundaries. Southern Canada imports 30%–50% of its ground-level ozone from the United States, and air pollution causes about 1,800 deaths in Canada annually through respiratory distress and other ailments, he said.
