Proposed transfer of Sea Grant Program a controversial issue in NOAA, NSF budget requests



The Bush administration's fiscal year 2003 budgets for two leading U.S. federal science agencies—the National Oceanic and Atmospheric Administration (NOAA) and the National Science Foundation (NSF)—proposes the transfer of the National Sea Grant College Program from NOAA to NSF. Informed sources told Eos the transfer is worrisome, though unlikely to survive Congressional action.

Nevertheless, the transfer clouds the budget picture for the NSF Geosciences Directorate and particularly, its Ocean Sciences Division. The proposal also raises questions about how much of the current Sea Grant program could effectively continue under NSR since the two agencies have different modes of operation.
