Abstract

United Nations Secretary Javier Perez de Cuellar has appointed a panel of 25 eminent scientists and government experts to assist him in developing an appropriate framework for the International Decade for Natural Disaster Reduction.

The General Assembly has designated the 1990s as a decade in which the international community, under the auspices of the United Nations, will pay special attention to fostering international cooperation in the field of natural disaster reduction. The objective is to reduce, especially in developing countries, loss of life, property damage, and social and economic disruption caused by natural disasters. The Secretary-General is requested, in cooperation with the appropriate organizations of the United Nations system and relevant scientific, technical, academic, and other nongovernmental organizations, to develop an appopriate framework for the Decade.
