There has been major national legislation, signed by President Reagan, on August 23 that should have considerable impact on the U.S. move into the metric system. The Omnibus Trade and Competitiveness Act (OTCA) of 1988 contains a section that amends the U.S. National Metric Act of 1975 to state that Congress directs each federal agency to convert to the metric system by 1992. This date may have been influenced by several earlier actions: The Department of Defense announced all procurement, specifications, etc., would be metric by 1992 and the Common Market Countries will prohibit sale of nonmetric products in those countries after 1992.
