Seven student papers were deemed outstanding from the 70 presented in the Solar-Planetary Relationships Section at the AGU 1991 Fall Meeting. William C. Burgess was honored for his paper, ”On the Role of Ducted Whistlers in Lightning-Induced Electron Precipitation.” He graduated from Punahou High School in Honolulu (1981), and received his bachelor's (1985) and masters (1987) degrees from Stanford University. While Burgess' bachelor's and masters research focused on computer systems, his PhD involves radio science, applying computing to his interests in Earth sensing and experimental radio.
