Abstract

There is much speculation on the direction of President-elect Clinton's science policy and who the key players to implement his decisions will be.

Clinton has established nine “cluster groups” to review government agencies and their operations. The cluster group coordinators will prepare briefing books “assessing the state” of agencies, identifying trouble spots, and reviewing personnel issues. Cluster groups are looking at operations, while separate teams are developing policy and hiring sub-cabinet-level officials.
