House approves Competitiveness Bill

After nearly 3 weeks of debate, the House approved the National Competitiveness Act of 1993 (HR820) on May 19. Subtitle B of the bill lays out specific roles for the National Science Foundation in supporting expansion of the agency's activities to include manufacturing technology development, worker training partnerships, and total quality management programs.

Many geoscientists believe that this mandate runs contradictory to NSF's established mission of supporting basic research (Eos, April 13, 1993) and are concerned that basic research funds might be diverted to support manufacturing within the agency.
