The United States has adopted a policy of full and open access for all to U.S. global change data. Language similar to the U.S. policy statements on the management of data for global change research has been incorporated into various formal and informal international agreements, including the Framework Convention on Climate Change, UNCED's Agenda-21, the agreement establishing the Inter-American Institute for Global Change Research, the IOC Data Management Policy for Global Ocean Programmes, CEOS Data Policy resolution, and the U.S.-Russian Joint Statement on the Development of Cooperation in Environmental Observations from Space and in Space Science.
