Abstract

Current efforts to mitigate greenhouse gas emissions may be in vain unless there is wider and more committed participation in a stronger international climate change treaty than the 1992 U.N. Framework Convention on Climate Change, according to a new Office of Technology Assessment report, the last of a three-part series on the subject. In particular, the participation of China is crucial because of the amount of coal and oil the nation consumes and supplies, OTA reports.
