Diplomats at the November 2–13 climate negotiations in Buenos Aires, Argentina, have cobbled together a modest plan of action to follow up on the 1997 Kyoto Protocol on Climate Change.

But one of the most dramatic gestures during the meeting took place thousands of miles away, in New York City. Peter Burleigh, acting U.S. ambassador to the United Nations, added the nation's signature to the treaty to reduce greenhouse gas emissions to 5Percnt below 1990 levels by the year 2012.
