Resource development issues simmer in Congress

“The eyes of Appalachia are upon you,” U.S. Congressman Nick Rahall (D-W.Va.) told Kathy Karpan, director of the Department of the Interior's Office of Surface Mining Reclamation and Enforcement (OSM),at a February 26 hearing of the Subcommittee on Energy and Mineral Resources of the House of Representatives' Resources Committee. The hearing—which involved the Interior Department's Bureau of Land Management (BLM), Minerals Management Service (MMS), U.S. Geological Survey (USGS),and OSM—was one of several held over the past few weeks that laid out some of the 106th Congress' agenda and looming battles concerning resource development.
