A five-year program will be directed toward improving weather services to federal, state, and local air pollution control agencies. Robert M. White, Acting Administrator of NOAA, said the plan is aimed at specific meteorological services to support air pollution control activities on an urban scale.

‘The high degree of urbanization in the United States is emphasized by the fact that over 70% of the American people live in some 200 urbanized areas comprising less than 10% of the total land area of the country,’ the plan points out.
