AGU President Frank Press emphasized the current financial difficulties of the universities and the adverse effect on basic scientific research in the United States (EOS, January 1976). He suggested the establishment of national research centers in some 20 university science departments to maintain scientific strength of the universities. It seems that he suggested a sort of oligopoly supported with public funds. Because of the energy crisis, armament race, war, recession, etc., financial difficulties reverberate not only in universities but everywhere. To let some 20 universities have more public funds would do some good.
