A long-term scientific study of the ecological consequences of the massive Amoco Cadiz oil spill in the stormy English Channel that made cleanup operations on the French Brittany coast so difficult will be undertaken by a joint U.S.-French scientific commission. Signing the joint agreement highlighted a mid-term review of the U.S.-French Cooperative Program in Oceanography that has been underway since 1970.
