The following staff working proposal for reorganization of natural resources within the Executive Branch of the U.S. Government has been widely circulated. Such a reorganization would affect agencies of government that are of intimate concern to members of AGU. The document is reproduced here for the information of geophysicists and to encourage enlightened and early comment to those who are formulating or will approve the plan.
The present federal organization for managing our natural resources is scattered, cumbersome, and wasteful. It is no longer suited to the complex role of the Government in the wise development of our natural resources—development that insures conservation of the resources themselves and protection of their environmental values.
