Abstract

A new organizational group, the National Marine Pollution Program Office, has been created within the National Oceanic and Atmospheric Administration's (NOAA) Office of Policy and Planning in order to handle the demands of the 1978 Ocean Pollution Research, Development and Monitoring and Planning Act.

In December 1979, the Federal Interagency Committee on Ocean Pollution Research, Development and Monitoring submitted a plan to Congress that set targets in combating marine pollution and recommended methods of coordinating the activities of the 11 federal agencies and departments that must cooperate in an ocean pollution abatement and coastal resource conservation and development effort.
