The environmental sciences program of the Office of Naval Research (ONR) is planning new research emphases in three areas. Although the scientific areas for research emphasis can and do change in the more stable, or core portion, of the program, much of the growth and modification of direction of the research program occur by identification of discrete packages of potential research effort for special emphasis over a planned time interval. These packages of potential research effort are called Special Focus Programs (SFPs). Their duration is typically on the order of 5 years, although the lifetime of any specific task or investigation may be significantly shorter or may extend beyond the SFP duration by being incorporated within a new emphasis or within the core program.
