The initial meeting of a U.S. working group to consider the surface layers of the ocean and their role in the World Ocean Circulation Experiment (WOCE) was held January 25, 1985, at the Scripps Institution of Oceanography (SIO) in La Jolla, Calif., under the auspices of the U.S. WOCE Science Steering Committee.
