Appropriations: Law that permits federal agencies to commit to programs at specific dollar amounts; also, one type of budget authority that permits federal agencies to incur obligations and to make payments.
Authorization: Basic substantive legislation enacted by Congress that sets up or continues the legal operation of a federal program. Such legislation is normally a prerequisite for subsequent appropriations.
