It is proposed that the Journal of Geophysical Research Space Physics provide means by which appropriate solar-terrestrial spacecraft and ground-based data sets stored in national data centers or other accessible places can be described to the space physics community in the format of Brief Data Reports.
Publication of BDRs would make data sets available to scientists who are not directly involved with the missions or experiments. Refereed BDRs would provide for scientific recognition and quality control of the data sets and encourage submission of data sets to national data centers.
