Abstract

The latest funding ceiling for NASA's Earth Observing System, $8 billion through the year 2000, was set by a Senate panel on July 31. This is $3 billion less than last year's cap, and half of last year's proposal. Such repeated prunings raise the question of how long the program can keep absorbing cuts and remain viable. Could EOS be, as one observer put it, a 1980s project in a 1990s budget climate?
