Since 1975, the United States has spent increasingly more money on space physics research, but to no apparent avail. Despite a more than 40% growth in constant dollars, the conduct of research has become less effective, and the research community has become increasingly dissatisfied, according to a new report by the National Research Council. The trend that has led to an increasingly dependence on large programs is partly to blame. As are problems with planning, marketing, the funding process and project management, and developing clear priorities and the means to achieve them, the 2-year NRC study concludes. What's to be done?
