NOAA is looking for $2.2 billion from Congress for FY 1996, which includes $20.8 million for later transmittal and would mean a about a 9% boost over FY 1995.
D. James Baker, Commerce's undersecretary for oceans and atmospheres, commented that the budget “represents continued investments that will generate major environmental and economic returns, but it also reflects reductions in personnel and some program areas.”
