The Apollo observations wee indeed he first measurements of the lunar surface at a phase angle of 0°. The new finding of the Clementine spacecraft is that there is a huge surge below ∼0.25°. The Apollo photographic measurements show a 10% increase in brightness within the last degree approaching opposition, while the Clementine CCD measurements show this much increase in the last 0.25°. We do not yet have a good physical explanation for this surge, but we have been able to eliminate the possiblity of its being an instrumental effect.
