A year at sea

Taking advantage of the United Nations declaration that 1998 is the Year of the Ocean, a number of countries and organizations are holding conferences, publishing books, and even issuing special stamps to educate people about the deep seas. According to the Intergovernmental Oceanographic Commission (IOC) of the United Nations, “The overall objective is to focus and reinforce the attention of the public, governments, and decision-makers at large on the importance of the oceans and the marine environment as resources for sustainable development.”
