Abstract

The Bush administration's efforts to reduce funding for the National Sea Grant College Program and to transfer it from the National Oceanic and Atmospheric Administration (NOAA) to the National Science Foundation (NSF) (see Eos, 5 March 2002) appear to be getting a lukewarm reception in Congress.

While the administration advocates the transfer on the grounds that NSF management would improve the program's overall effectiveness, some members of Congress have voiced concerns about the potential loss of many of Sea Grant's education and outreach activities if the program is transferred.
