Summary

The structure and properties of the latitudinally confined spatial regions of large electric fields seen between altitudes of 1000 kilometers and at least 7 Re on auroral zone field lines are described. Evidence is presented that discrete auroral arcs are produced by particle acceleration inside these structures.
