It is shown that the scattering from plasma density fluctuations near the Langmuir frequency can be detected with greatly improved signal to noise ratio when the incident radiation is chirped so as to match the electron density gradient. The factor of improvement in going from a nonchirped to a chirped modulation scheme is derived. A method of implementing the search for the optimum chirp rate is described, and several uses of the method for the measurement of ionospheric parameters are suggested.
