A new systematic approach is developed for the numerical treatment of electromagnetic scattering problems. It employs a filtering and sampling procedure that is applied, alternately, to the spectral domain and the spatial-domain electromagnetic field representations. The resulting linear algebraic problem is solved by minimizing, iteratively, the root-mean-square value of the residual. Numerical results are obtained for the scattering by inhomogeneous, penetrable objects in one, two and three dimensions.
