The surface current induced by a plane electromagnetic wave on a rough conducting surface and the scattered electromagnetic field are sought as expansions to second order in Wiener-Hermite functionals of the profile function. The coherent and incoherent cross sections are calculated and compared to results obtained by means of perturbation theory, the Kirchhoff approximation, and Padé approximants.
