In this paper the individual and collective responsibility of nurses is discussed in relation to the development of appropriate health care systems to meet the health needs of all individuals in society. The author focuses, in particular, on primary health care. The individual and collective responsibility of the professional nurse entails a commitment to constant improvement of health.
The concept of the ‘nursing collective’ is discussed and the roles of the individual nurse and national and international nursing organizations in the change process are considered.
