RICHARD NED LEBOW is professor of government and director of the Peace Studies Program at Cornell University. His most recent book is Nuclear Crisis Management: A Dangerous Illusion (1987). With Janice Gross Stein, he is the coauthor of a forthcoming study of superpower crisis prevention and management, based on case studies of the Cuban missile crisis and the 1973 Middle East crises.
