Deborah S. Dalton is Deputy Director of the Consensus and Dispute Resolution Programme of the US Environmental Protection Agency, Washington, D.C. and coauthor/editor of the Sourcebook on Negotiated Rulemaking published by the Administrative Conference of the United States in 1990. In her position she directs the selection and conduct of regulatory negotiations, policy dialogues and other public dispute resolution and consultation proceedings for EPA.
